As announced in the previous release notes, new features will not be made available for OSP packages starting with VMware Tools 11.0.0. 
Only critical fixes will be provided and be made available for these OSP packages via VMware Tools 10.3.20 release line.

VMware Tools 10.3.23 supports Linux guest operating systems Red Hat Enterprise Linux (RHEL) 6, SUSE Linux Enterprise Server (SLES) 11, Ubuntu 12.04. It also supports other distributions with glibc versions 2.5 and later.
VMware Tools 10.3.23 and later releases of OSP packages will not support Red Hat Enterprise Linux (RHEL) 5.
